The TYNDP 2026 Guidance for Applicants sets the rules, criteria, and procedure for a valid submission of an electricity transmission, energy storage facility, radial or hybrid project in the TYNDP 2026. The projects collection process to TYNDP 2026 will take place in two windows, in Spring and Autumn 2025 respectively. To allow project promoters to prepare in advance of the submission periods, ENTSO-E is releasing today a draft Guidance document and invites projects promoters and interested stakeholders to comment and raise questions.

The first and main submission window will take place between 1 April 2025 and 9 May 2025 at 12.00 midday CEST (provisional dates). All types of projects, in all phases of development and all statuses permitted under the Guidance for Applicants are welcome during this submission window.

To allow more time for the development of less-mature projects, a second submission window is planned to take place in Q3 2025. This submission window will be reserved to projects in a non-mature phase of development: their status must be “under consideration” they must not have been submitted in any previous TYNDP cycle, and their expected commissioning year must be after the end of 2035.

Content of the Guidance for promoters • the procedure and the timeline for project promoters to apply to TYNDP 2026; • the technical and administrative criteria their projects will be required to meet; • the documents and information project promoters will be required to submit to fulfil these criteria; and • the use and circulation of the information submitted.

A Frequently Asked Questions document will be made available to promoters. The public consultation will close on 7 March 2025. ENTSO-E will review the Guidance based on the comments received and will publish the final version by end of March 2025.
